So now you have EN which is easier, and still more rewarding, and you have NH which is definitely more rewarding and still more engaging as a raid tier. I think TOV also came out right around the time a lot of players in Legion started getting exhausted by the grind for AP, and titanforge gear etc., and stopped playing for a bit. Nobody really needs loot from either raid these days outside of new alts, its just for legos and ap. Making group for either dungeon takes same amount of effort, so people dont think making one for 3 is worth it. Theres the stat stick trinkets but you can get those or better from relinquished.
